Language Pack Runtime Inclusion/Exclusion/Default Settings

This is a collection of various issues relating to runtime inclusion/exclusion/default admin settings.

The focus is on how/which interpreters get discovered/made available/prioritized in each language pack, and does not control when/whether runtime discovery occurs (that is covered in #3575 and others!).
