Measure details view for CV and proportional measures should be distinct.

CV measures should be separated(tabbed) by submeasure/stratification. Clicking on a tab should display information for that submeasure/stratification including measure logic, patients list, and snapshot info on the top left.

Proportional measures should be separated(tabbed) by submeasures if they have them, which are then separated into populations. Clicking on a population should display information for that population in the above submeasure including measure logic, patients list, and snapshot info on the top left. Collapse menu behavior should be consistent with that of the Dashboard, namely the submeasure tabs should open and close smoothly using animation.
