Include settings options to blank or suspend the external display when inactive.

I can confirm on my system that alpha 3 has Settings -> Power & Battery -> Power Saving Options -> Turn off the screen after

I can confirm that this does send DPMS off to my monitor (I only have a single monitor, connected via DisplayPort), and tapping some keys causes it to send DPMS on to my monitor
