[BUG] Tabbing through window elements doesn't work on pop-ups

When using the file manager, if you go to the networks tab and try to add a new connection, when the popup with the username/workgroup/password pops up, if you try to tab through the elements, it tabs through the folders in the file manager behind it.

Unsure if this is related to cosmic-de or the file manager itself.

I have been unable to find any similar popups to test which layer it's on.
