Active window hint can be applied to the desktop #1052

In the screenshot you'll notice a blue border around my desktop, that was not added by me COSMIC has added the active window hint to the desktop itself, I'm not certain how I made this happen

Upon further testing it appears to have happened when I dragged a file from my file manager over an empty place on my desktop

Might be the same as pop-os/cosmic-epoch#1278

Yeah, this is not a cosmic-comp issue. It's the outline in cosmic-files that appears over a drop target when hovering, but it isn't cleared on the desktop until something is dropped.
