You can now jump back to Get the Source to learn how to download and compile Substrate!

No information about Get the source

Get the source is not needed anymore. It is a link that got here from the previous DevHub and needs to be removed.
https://substrate.dev/docs/en/overview/getting-started#get-the-source
After installing the dependencies, you are good to go.

How would a user visiting https://www.substrate.io/kb/getting-started/windows-users know this?

This documentation is further wrong and needs to update. Windows 10 is not supported officially as per paritytech/substrate#5957 and only Windows WSL is supported.
