Invoke-PnPSiteTemplate TermStoreEx:Failed to read from or write to database

When I try to provision a template (xml), I get back the following error:

rsists, please contact the administrator.

I have no clue how to solve this or that there is a workaround. I do use a local (site level) termstore and this is all in the template.xml.
