Slack Notification Sink

Use Case

We'd ideally like to be able to send console internal notifications to external tools like slack (mattermost?). The system itself should be flexible, and easily configurable. There's actually a webhook system in place already we could extend as well for this.

Ideas of Implementation

• use existing webhook system, add slack webhook type
• implement decent message display
• stretch goal: add configurability for what type of notifs send to slack
