[nix] Recalculating haskell.nix build plan makes GHC build on CI #154

For some reason, if the haskell.nix build plan needs to be recalculated, CI will start building GHC. We need to figure this out pretty soon.

Probably need to do a GHC/nixpkgs upgrade ASAP, but that's also complicated.
