Shift duration cannot exceed 12 hours

Because of the validation requirement on custom_duration for format h:i, it's not possible to create shifts longer than 12 hours. It seems like it would be easy to change this to H:i to allow durations up to 23:59, and I am not familiar with the codebase enough to know if allowing shifts to span more than one day would cause problems.
