Create admin interface for creating / editing user permissions

Apogaea-specific roles (like rangers, DPW, etc) should be removed from the database seeder and replaced with an administrator interface that allows the creation of custom roles.

Ideally this interface would also include a refactor of the permissions code, allowing administrators to change the permissions granted to each role.
