Choose a bulk email platform and move the service

Because the site has been running under @erictheise's personal AWS account since Jan 2020, the emails required for account validation, password reset, etc. are also linked to @erictheise's AWS account. Another email delivery service, e.g., SendGrid, will be needed.

Going forward, it seems critical to couple the user database provided by this Directory project with communications: user acquisition, reminders to keep information current, industry news, coop opportunities…

Determine email delivery platform.
Create account and assign billing to correct party.
Determine modifications to environment to allow for the new host.
Switch.
