Upgrade relay role to use new docker image and migrate db

the service that powers relay.nos.social is going to be upgraded by Daniel, in a separate ticket, with a new dockerfile and image created for the work. When that is ready, upgrade our ansible scripts to use this image and then deploy to relay.nos.social. This deploy will require a migration step most likely for the db.
