Like Go and Python, clients will be command line tools and desktop programs. Python server frameworks like Django and Flask are the most popular.

The Python Ethereum repo is here: https://github.com/EthWorks/ethereum.rb. I only looked at it briefly, but happy to go spelunking for the secp256k1 lib they're using.
