Enhancement

when we run all the IT with TiFlash, we can find that some of the tests's TiFlash takes too much time to ready (more than 2mins and timeout finally)
However, when we run the fail tests locally, it will not happen.

Maybe it has some problems when we create many TiFlash replicas in a short time.
