Why this feature is requested

All of TiDB Self-Hosted, TiDB Dedicated and TiDB Severless support TTL feature, I wish django-tidb supports to create table with TTL enabled.

Provide row-level Time to live (TTL) to manage data lifecycle (experimental).

TiDB Serverless supports Time to live (TTL).

Workaround so far

As of right now, we need to run raw sql statements to create tables with TTL enabled.
