How to create local notification on specific date and time through app?

Is there a way that i add date and time in phonegap local notification plugin ? then user will receive a notification on specific time like (https://github.com/katzer/cordova-plugin-local-notifications) cordova plugin local notification doing. I used this (cordova plugin local notification) plugin but it has n't worked for me.
Can any one tell me please how to add specific date and time in phonegap local notification plugin for my phonegap app?
