How can I edit where the drop target is?

The expected/desired result:

When an item is dragged over the top of another item, it takes the place of that item in the list. Like is shown here:

Actual result:

Instead, the item must be dragged well beyond the expected position in order to take its place...

Is it possible to adjust where the item needs to be dragged to in order to trigger the reshuffle?
