Similar to phetsims/dot#96 and phetsims/kite#76.

There are 429 (!!) TODO comments in scenery. I was able to identify one of those as having an associated GitHub issue.

Assigning to @ariel-phet to prioritize and assign.

For the moment, this is deferred. I do recognize the general issue here, and the hope is to address this (and related documentation/standards issues) after Density and Buoyancy are complete. I also recognize that we have continued to push this work back, but I will be strongly advocating for it once these sims get to the testing phase. No other real choice currently due to funding constraints.
