Create Draft for Github Assignment/Label Philosophy

Some team members have very different approaches to GitHub issues and labels, and we need a standard approach before we begin to prioritize them.

I went through the label spreadsheet and added some definitions from those that were blank. There are some I did not feel comfortable even attempting a definition for.

I recommend that all labels in Github have a definition (aka description), and that this becomes part of the process when creating a new label as well. A label may seem self explanatory to one person, but upon providing a description they may realize not everyone is on the same page.
