[CODAP] Data index is incorrect with Chromebook

Lenovo Chromebook 100e (I was not able to reproduce with my macbook)

Problem Description
For phetsims/qa#1170, I see repeating numbers in the "Data index" column. It is easier to reproduce with the chart table.
This happens with very simple circuits and only 1 Chart connected like below:

With 2 series ammeters and multiple voltage meters, I see the issue in both tables. This also really slowed down data collection (as compared to my Mac).

Steps to Reproduce

1. On a Chromebook, make a simple circuit like the one shown in the first image.
2. Attach the voltage chart.
3. Check the box for it.
4. Press Start Autocollect.
