Removing a probe does not stop data collection

Problem Description
For phetsims/qa#1170. Seems related to #1007
When putting the probes back in the toolbox, the tables still collect data as if they are still out and connected. The charts continue even if you reset all the sim, pull out the chart again, etc.

This seems like an issue worth solving while @matthew-blackman is out. @samreid take a look, but if you don't know CODAP well enough please see if Matt might be able to find a moment to help/advise.
