It took me a while to realise that the sentence in the heading "By choosing packages, we're choosing our [^2]" is meant to be continued in the bullet points. Not sure if it is just me, but to me it felt that that subtitle was truncated. So I would just leave it as a normal phrase without any special formatting:

By choosing packages[^2], we're choosing our:

* Feature set
* Dependency footprint
* Integration with other packages
* Preferred lifecycle management of our tools
* Community that we can lean on for help

Apologies if this is too nitty-picky.
