Use it for articles such as the "foreach" article. Tom's articles have the "programming-languages" category which I'd like to get rid of.

If we agree I'll start moving in that direction.

Sure, fine by me. Your new foreach article has the syntax category.

Now I'd like to trawl through the rest of the articles to re-tag things, and reduce the number of tags
