Create vocabulary for compliance checking tools relating to the Scholarly Commons #5

We need a way to describe and then reason over tools and their applicability to the scholarly or scientific process. The idea is that we need to somehow check how compliant tools are against the principles of the Scholarly Commons (which are still very much in development).

A few documents for the San Diego workshop (Sep 19-20, 2016) from Bianca Kramer and Jeroen Bosman that may give some background into what we're trying to accomplish here:

Just to clarify, this is not needed for the workshop mentioned above, but we do need to be able to do some sort of assessment of things in the commons
