Svelte package

Thanks to an initiative by @TamaraBogantseva we started implementing uberschrift for Svelte @ jscc24 🎉

I pushed the intermediate results to this branch: 4f70e05
The code is working, so we would need to add some finishing touches:

Preview Give feedback

1. Discuss the name svuberschrift :D
2. Move the .svelte files to a new package
3. Clean out the example project (I strive for minimal reproduction), try and reuse the eslintrc and tsconfig from the @uberschrift/* packages
4. Manage package release and release first version
