asterix_vla_dvb1 has a second ROM on it with Chinese (and other) characters. To support this, we could:

Upgrade the font pack format to support "shell" font packs (font packs that only have metrics, not data, and instead have pixels stored in another location).
Write a driver for the external character set ROM (it is a GT24L24A2Y).
Create a "shell" font pack for each character.
