I believe I've seen quick reflexes (different pack) chosen even when disabled

The cards are chosen and assigned using ModdingUtils and I have never seen this happen, nor have I seen any other bug reports for it. There is however an ongoing and known issue with Unbound's card toggles not saving properly, which is likely what caused this.
