The Submit Test Problem button on the WTI should be implemented

Is your feature request related to a problem?
This feature implements a deficiency in the PC2 system. The WTI has a GUI to allow the user to submit a test run using the "Submit Test Problem". The issue is, this button's functionality is not implemented on the PC2 side. This is related to #125, and should be implemented using the suggestions there.
