When dispatcher for an event is stopped on the database server, it should kill properly the EC2 instances running on AWS related to this specific event.
The problem is when we try to restart the dispatcher after modifying the event-config file, It restarts instances on AWS (as it should do) but those are duplicate submissions because old instances are still running.
