Question: Can this library be used to decrypt Web Push Notifications from Mastodon?

I am building a Reminder bot for Mastodon and want to use the Mastodon Web Push API for getting notifications and triggering the reminder-logic. I'm building the app in PHP. My question is if this library can be used to decrypt the Web Push Notifications from Mastodon so I can parse the content.
