Reflow issue: zooming to 400% gets controls get overlapped.

User Experience:
User who have low vision, would be impacted and fail to navigate the all the controls at screen, if controls getting overlapped when resizing text at 400%.

Repro Steps:

1. Open Azure portal with valid credentials and create a API Management.
2. Select Developer Portal (Preview) button and select it.
3. Navigate to the https://accessibility.developer.azure-api.net/new-layout
4. Navigate to the Left nav and select Pages button.
5. Navigate to the Pages window. select API Reference option.
6. Navigate to the any editable control details and select Add widget.
7. Navigate to the Text Block and select it.
   8.Navigate to the "Text Block" blade and select edit button.
8. Navigate to the various controls of the "Text Block" dialog box.
9. Verify the issue.

Actual Result:
After resizing text at 400%, controls get overlapped, when navigate under 'Text Block- Edit' blade.

Expected Result:
After resizing text at 400%, controls should not get overlapped, all controls should be visible properly, when navigate under 'Text Block- Edit' blade.

Note: Same issue exist at all the dialog box.
