User guidance around bakeries

In contributing to the docs, I had a few general questions about bakeries. Thought I would bring them up here as they might warrant some discussion.

1. How a user decides which bakery to use and what the process should be, who decides if I can use a bakery?
2. Where does a user find a list list of bakeries.
3. How does a user choose bakery resources? Would some guidelines or default help.
