When using painless/tox it's easy to run in Docker Hub's new rate limit. I have sent a request to Docker Inc. to make that images (and related images) be exempt as they would clearly qualify as pure Open Source projects.
I run a number of Open Source projects that offer Docker images for free to help developers get their job done better. They're all hosted on the "painless" organization (which is *not* a commercial entity but really just a name), https://hub.docker.com/u/painless :

If Docker Inc. won't reply positively we should offer the image(s) from Quay.io (and other image registries that have no rate limit).
