Request Docker Hub rate limit exemption (or move to alternative registries)

When using painless/tox it's easy to run in Docker Hub's new rate limit. I have sent a request to Docker Inc. to make that images (and related images) be exempt as they would clearly qualify as pure Open Source projects.

I run a number of Open Source projects that offer Docker images for free to help developers get their job done better. They're all hosted on the "painless" organization (which is *not* a commercial entity but really just a name), https://hub.docker.com/u/painless :

• https://hub.docker.com/r/painless/tox/
• https://hub.docker.com/r/painless/composer/
• https://hub.docker.com/r/painless/npm/
• https://hub.docker.com/r/painless/html5validator/

Those images all build on other Open Source images, the first above namely the ones of https://hub.docker.com/u/themattrix, e.g.

• https://hub.docker.com/r/themattrix/tox/
• https://hub.docker.com/r/themattrix/tox-base
• https://hub.docker.com/r/themattrix/pyenv

Would that make them qualify to be exempt from rate limiting? They are true open source, no cheating.

I'd be forced to move them to Quay.io or other registries, otherwise.

I also submitted the required Open Source application.

If Docker Inc. won't reply positively we should offer the image(s) from Quay.io (and other image registries that have no rate limit).
