select Conservation Unit from Population Table

The Population Table gives a list of conservation units with a little metadata about them, like salmon species and subspecies. If a user wants to examine a conservation unit, however, they have to pick it on the dropdown in the Area Selection panel. Maybe make it possible to select a conservation unit directly from the population table?

This would be much easier if the area logic was moved into Zustand, instead of handled by AreaDisplay.
