Remove BC Station Data Portal (PCDS)

This portal has been superseded by the Met Data Portal - PCDS, which is an app independent of PDP. The old portal (in PDP) is scheduled to be made unavailable as of May 30 (and none to soon).

This coordinates with the PDP issue pacificclimate/pdp#281

Caveats:

• The new Met Data Portal is still served station data (not metadata) by this app. See the PDP branch https://github.com/pacificclimate/pdp/tree/pcds-only
• This whole business is apparently to be superseded by usage of THREDDS+ORCA; see Remove BC Station Data Portal (PCDS) after Dec 31, 2022 pdp#281 (comment)

It therefore appears that we should leave all PCDS backend content (meaning everything in pdp_util) undisturbed until we have completely made that transition, with plenty of validation.

There are a variety of utilities in this repo that are tied to URL endpoints in the PDP frontend that have been superseded bv the new Met Data Portal.

We should be able to safely remove:

• CountStationsApp
• CountRecordLengthApp
• LegendApp
• MapApp

I did a quick check in the analytics and none of these have been requested in the last year. Out with the cruft!
