Use unified custom base image for builds #35

In this repo, we have 2 Docker image builds that are very similar:

  • Local test image
  • Python CI build (currently based on ubuntu-20.04 but for consistency with everything else, should be converted to ubuntu-18.04)

In addition there are 3 similar builds in pdp

  • Production image
  • Local test image
  • Python CI build (based on self hosted 18.04 image)

It seems likely that all these images could be based on one common base image that we maintain outside of these repos.
