Need functionality for service notes

There are known issues with the database that are affecting users of the station data portal. For instance, we have wind speed variously listed as kph and m/s incorrectly in some instances -- specifically is an issue with fire weather stations.

It has occurred to me that having a way to post service issues to the data portal would be helpful so that people immediately see that there are particular issues with the data until we have them worked out. One way to work this would be to simply work in the CMS and change the terms-of-service page to reflect known issues. I think it would be preferable that there's a light window that pops up in front of the portal upon first load that has the known issues. These are just ideas.
