Email and WebUI for "change password during first login" are not available in german

Steps to reproduce:

1. Set the default language to German inside the config.php
   'default_language' => 'de',
2. Set " Force users to change their password on first login"
3. Create a new user
4. Check email and WebUI language

Expected behavior:

• email and WebUI are in German

Actual behavior:

• Everything is in English, until the user logs in the first time

Maybe @ChrisEdS or @michaelstingl have an idea on this?!

How did you create the user?

And which email are we talking about? Screenshot? And which webui language, before you said they didnt log in yet?

I created the user via the WebUI:

After they have set the password and logged in to the WebUI with their username/pwd, the language is English.

I've backported the translations, so this should appear fixed in the next 10.1 beta/rc iteration
