ldmsd_controller ldmsd_stream related commands prematurely deprecated

There will be some period where the ldmsd_stream api overlaps a new messaging api, apparently.
But in branch main, the ldmsd_stream related commands in ldmsd_controller, except stream_client_dump are either disabled or broken.
Some noise is to be expected where rails changes things, but we need stream_status, etc to keep working for the interim.
