Add ElasticSearch for sumac release

Tutor is replacing ElasticSearch with meilisearch as part of larger Open edX meilisearch work. However, course-discovery relies heavily on ElasticSearch. Replacing ES with MS breaks tutor-discovery for any index related operation overhangio/tutor#1141 (comment). To make sure tutor is unblocked for meilisearch work, it is needed to add ES config in tutor-discovery so that course-discovery behavior does not work. This is only needed in sumac. Furthermore, this is going to be a limited time addition as course-discovery deprecation is already up.
