Comparing numbers of births and vaccine shots in 2017 #10

The number of births recorded in 2017 is not different from the other years. Yet, the number of vaccine shots is clearly increasing with time in 2017. Does it mean that the dataset does indeed contains all information on newborns, irrespective of whether they were vaccinated or not?
