Generate TagInfo project files from layer yml files

This was originally opened at ZeLonewolf/planetiler-scripts#8. @1ec5 mentioned that Planetiler could have a script to convert layer definitions to TagInfo definitions and I agree. We could build the functionality here and potentially upstream it later.

There is also an issue at osmus/OpenTrailMap#25 and I think we should keep both. It'd be useful to tell TagInfo how tags are being displayed in OpenTrailMap as a separate project from OSM US tiles, which could theoretically be used in any number of different applications.
