Weird terrain in PA

This is probably a bug in the Mapzen terrain tiles that shows up occasionally. The source data that we pulled into the mosaicked data would sometimes not have correct edge data. I believe there was a fix that we built ~5 years ago that solved this while at Snap, but I don't think we ever got it released into the public bucket 🤔.
