Add poppler to winget

Can poppler be added to winget?
It looks like there are two steps involved, based on this other project that set up their releases to be automatically pushed to winget.

1. Submit a manifest to microsoft/winget-pkgs: Feat: winget package sxyazi/yazi#1088
2. Create an GitHub Action that publishes to winget on a release: feat: add Winget publishes to CI/CD sxyazi/yazi#1299

This is an interesting idea. I don't have the bandwidth to tackle this right now but I will leave it open in case someone does. If I find the time I will definitely look into it. Thanks for the links.
