Sector alignment can be calculated using only Emissions Intensities (EI). But if we want to graph usage vs. budget, we need production numbers to calculate emissions. In a recent round of fixes (including fixes needed because of missing production data), we discovered test cases that used to work without production data. If we really want to support companies with only EI data and no production or emissions data, we should be clear about that, and we should also properly remove such companies when actual emissions must be calculated. If we really want to analyze only companies that have at least two of the three metrics (Emissions, EI, production), we should be clear about that and fix the text cases.

What should we do?
