Add Reverse Proxy Support for Local Supabase Development

I propose adding a built-in reverse proxy (similar to Ngrok) for the supabase start local development environment. This feature would allow users to expose their local Supabase instance to the internet securely via HTTPS.

Use Cases:

1. Accessing Supabase Storage Files: With HTTPS exposure, developers can directly access and share files stored in Supabase Storage from their local environment during development.
2. Webhooks Testing: Developers can easily test webhooks (e.g., Stripe, Twilio) that require public HTTPS endpoints without needing to manually configure or run a separate reverse proxy tool like Ngrok or Tunnels.

Workflow:

1. Run supabase link to link a local instance with the desired project.
2. Start the local development environment using supabase start.
3. Automatically or optionally generate a public HTTPS URL that points to the local instance, allowing secure remote access to services like Supabase Storage or other APIs.
