Preparation to Node.js 22

Please gently remind all Node.js collaborators that I will synchronize with the upcoming release branch two weeks prior to its release, which is on April 9th, right after the security release. Please note that a semver-major release of Node.js takes a significant amount of time, and after April 9th, all PRs tagged as 'semver-major' will be included only in Node.js 23, except for must-have PRs such as V8.
