Tooltips/Comments for fields in Admin panel for developers

Currently we have no way to add comments for developers when it comes to modelling the data/creating modules. We would like a way to have field-level tooltips for fields so that developers can immediately know the purpose of the fields without needing to consult someone.

We can have question mark icons here, similar to the existing tooltip for field names, and be able to write it down in a "Comment" module setting here.

This becomes especially important for fields that are highly dependent on workflow behaviour, meaning developers will not be able to tell what the purpose of a field is without checking through the workflows themselves.
