Hello team 👋

This feature request is from a GitHub Enterprise server/cloud context, and not public organisations, but I am sure it can be applicable there too.

We want to be able to let organisation members create repo's on behalf of any team or role they have been assigned. This will enable us to not have repo permission sprawl. Today we can achieve this by disabling the "create repo button" in the GitHub UI, and then create a new button in a 3rd party system like backstage that will create repo and assign permissons correctly. Since creating repositories is a core feature of GitHub I think this functionality should stay in GitHub, and not in 3rd party systems.

Feature request:

1. Organisations should be able to set default auto-assigned permissions to repositories created via GitHub UI
2. When members click "new repo" they should also be able to select what GitHub team should be added as collaborator and what type of permissions the team should get
3. From an organisation perspective it would be nice if we could prevent members from self-assigning as administrators, and rather specificed a custom role we have created.
