This feature request is from a GitHub Enterprise server/cloud context, and not public organisations, but I am sure it can be applicable there too.
We want to be able to let organisation members create repo's on behalf of any team or role they have been assigned. This will enable us to not have repo permission sprawl. Today we can achieve this by disabling the "create repo button" in the GitHub UI, and then create a new button in a 3rd party system like backstage that will create repo and assign permissons correctly. Since creating repositories is a core feature of GitHub I think this functionality should stay in GitHub, and not in 3rd party systems.
